Sun Chenhua: Dedicate your life’s determination to scientific research.

one

CCTV News:Satellite communication, because it has nothing to do with geographical environment and distance, is developing in the military and civilian fields all over the world. European and American countries started in the 1950s. When Sun Chenhua entered the 54th Research Institute of China Electronics Technology Corporation in 1986, China was still decades behind Europe and America in this project.

In the 32 years since he joined the work, Sun Chenhua has experienced the development process of China’s satellite communication from scratch and from weak to strong. She participated in it with a high sense of responsibility, presided over dozens of national and national defense key projects, and won 12 scientific and technological progress awards at or above the provincial and ministerial level (including 2 at the national level), ranking first in 7; In 2011, he was granted special government allowance by the State Council; In 2014, he was selected into the national 100 million talents project and was awarded the title of national young and middle-aged expert with outstanding contributions; He has won more than 10 honors at or above the municipal level, such as the National March 8th Red Flag Bearer, the Provincial May 1st Labor Medal, and the Provincial March 8th Red Flag Bearer. In 2017, he also won the Provincial Award for Outstanding Contribution to Scientific and Technological Innovation. She has trained the top domestic satellite communication team, and made outstanding contributions to the realization of China’s satellite communication from dependent introduction to independent research and development, accelerating the major transformation of China’s creation, promoting the deep integration of military and civilian satellite communication, and promoting the development of strategic emerging industries related to satellite communication between the country and Hebei Province. In 2018, she won the National May 1st Labor Medal.

Fight for 25 years to break the monopoly

When he came to the 54th Institute, Sun Chenhua first undertook the tasks of China’s first CDMA satellite communication system and the first tactical mobile satellite communication system. At that time, advanced technology was blocked by foreign monopoly. CDMA, which relies entirely on independent research and development, has experienced "eight years of anti-Japanese war", and the tactical mobile satellite communication system is even more difficult, with nearly 10 years of efforts before and after. When she was eight months pregnant, she stood up all night to solve the problems in the joint exam, returned to work three months after giving birth, and went on a business trip for more than 40 days when the child was less than one year old … … After more than ten years’ efforts, Sun Chenhua and her research group have broken through many key technologies and cultivated an independent research and development team of the "Professional Department".

She once said, "Many people don’t understand why I work so hard. Actually, it’s not that I don’t want to rest, it’s not that I don’t want to slow down, it’s because I can’t. Opening up a professional direction requires many people to make a lot of efforts, but losing a direction may be just an instant. "

Long-term experience accumulation has also laid the foundation for breaking foreign monopoly. In 2001, Sun Chenhua received a project from a military region and became the executive deputy chief engineer of the project to take charge of the overall work. This project involves a brand-new satellite communication system MF-TDMA. This is also Sun Chenhua’s first contact with TDMA. This technology has been monopolized by foreign countries for a long time, and users designated MF-TDMA system to be imported from foreign countries.

Sun Chenhua spent two months, consulted countless materials, thoroughly studied the relevant principles and data of this system, and completed the integrated application scheme. To be prudent, she asked the foreign company to give a plan. But she was keenly aware that the scheme they gave lacked a device, without which the system could not work normally. However, the foreign agent disagreed with her opinion.

"If you insist that there is no problem, then you have to sign a memorandum with us. If I am proved right later, you have to bear all the expenses of this equipment." Sun Chenhua said confidently.

Later experiments proved that Sun Chenhua was right. It was this "memorandum" that allowed foreign companies to give them 11 sets of equipment for free, each worth about 2,000 US dollars, with a total amount of nearly 200,000 yuan.

Six months after the introduction of equipment, foreign engineers came to the institute to communicate, which surprised him at the scene. "We have been developing this system for more than 20 years, and the system is particularly complicated. It is amazing that you used this system without training!"

In view of the accumulated experience in this project, in 2002, Sun Chenhua made repeated thoughts and made up his mind to develop our own TDMA communication system.

2

The road to project establishment is not smooth. The overall person in charge told her: "The country has long wanted to participate in this project, but it has been afraid to participate. ‘ Generation star ’ At the time of research and development, someone mentioned this system, but eventually gave up due to technical difficulties. " However, Sun Chenhua was overcome with difficulties. "Although it is difficult, this new system must be mastered in order to develop satellite communication." She organized a team to repeatedly study and demonstrate and repeatedly do technical simulation. Then, a man carrying a big laptop went to Beijing to report and ask for instructions. After three years of hard work, the project was finally successful.

"This project has been particularly hard." Sun Chenhua said that the technical difficulty is high and the development progress has been delayed for nearly one year. But in order to hand over the most perfect equipment, she resisted the pressure and tried again and again, striving for perfection. In 2011, this dual-mode satellite communication system, which she and her team have worked hard for nearly 10 years, won the second prize of the National Science and Technology Progress Award with outstanding innovations of more than a dozen invention patents and sales revenue of nearly 500 million yuan.

A "spiritual leader" who plans development with an eye to the future.

Over the years, the projects developed by Sun Chenhua have achieved fruitful results. 15. Eleventh Five-Year Plan, Twelfth Five-Year Plan and Thirteenth Five-Year Plan … … Sun Chenhua has been researching and developing in the field of satellite communication, and has built the first three-tier and three-sided operation management control system of satellite communication in China. Her multi-beam and large-span rate range networking solution has broken through dozens of key technologies and developed more than 100 kinds of high-tech products, which has reached the domestic leading and international advanced level in general.

Spatial information resources are important strategic resources of the country. The integrated information network between heaven and earth is a major infrastructure of the country. Standing at the height of national needs, China Electric Power Branch concentrated superior resources and set up the project team of "Integration of Heaven and Earth", in which Sun Chenhua is one of the deputy chief designers.

"The needs of the unit are the greatest affirmation for me." After receiving this task, Sun Chenhua went into battle with his team: sorting out and breaking through key technologies, sorting out basic conditions at home and abroad, and formulating the overall scheme of "space-based access network" and "ground-based node network" … … With a solid technical foundation and many years of engineering experience, Sun Chenhua played an important role in the major project of "integration of heaven and earth", became the "spiritual leader" in this field, and personally built the national meridians.

In order to bring the project to xiong’an new area and promote the subsequent commercial aerospace development in Hebei Province, she innovatively put forward internationally leading low-orbit access network schemes such as combination of width and narrowness, functional integration, inter-satellite interconnection and global seamless service, and presided over the development of the test system. Presided over the completion of the ground application network scheme covering 15 points across the country. It is estimated that after 2020, the industrial chain driven by the integrated information network of heaven and earth will produce an output value of more than 3 billion yuan every year.

"Her hard work is beyond your imagination."

Since August 2016, Sun Chenhua has led the professional department to apply for more than 30 pre-research projects, of which nearly 20 pre-research projects have been won. Every project report needs to be PPT, and she should read every PPT carefully. When she has time, she will do it herself, and it will be midnight, and it is common to work until one or two o’clock in the morning. Especially before the defense, Sun Chenhua will accompany everyone to revise all kinds of documents and strive for perfection, never letting go of every detail.

She is in charge of many things and often travels. Pre-research project application, bidding and so on, many things should be concentrated on the weekend to deal with. Han Ning, director of the general office of the professional department of Weitong, said that she had to be consulted for a lot of work. On weekends, everyone lined up one after another like a lantern, making her often busier than usual, working almost until eleven or twelve o’clock every night. Everyone sees her hard work, and it hurts in her heart.

She sometimes asks herself: whether you work hard or not, the result will be much worse. How to choose? Do you want to choose to bloom in a limited number of years, or do you want to be mediocre and happy? Because she often looks to the future, she is still afraid to relax today when she is over half a year old. "Scientific research is grinded out. In addition to a professional foundation, engaging in scientific research must have the determination to persist in scientific research for a lifetime." In the past 32 years, she has promoted the major transformation of satellite communication from dependence on introduction to creation in China, and will devote her whole life to achieving "China leading" in satellite communication.

Shenzhen nuclear gene with repeated problems in nucleic acid detection: Recruit more samplers, and the monthly salary in third-tier cities can exceed 10,000.

National business daily News: Recently, the abnormal event of nucleic acid test results in Lanzhou, Gansu Province has aroused widespread concern. Subsequently, many online articles pointed the finger at Zhang He, the founder of Shenzhen Nuclear Gene Technology Co., Ltd. (hereinafter referred to as Shenzhen Nuclear Gene), the parent company of the involved company, and Zhang Shan, who served as the supervisor of several subsidiaries of Shenzhen Nuclear Gene.

In fact, the abnormal event of Lanzhou nucleic acid test results is not the first time that Shenzhen nuclear gene has problems. In January, 2021, Xingtai City, Hebei Province held a press conference on the prevention and control of COVID-19 epidemic, and reported the false report of nucleic acid test results in Longyao County. The company involved was also indirectly 100% controlled by Shenzhen Nuclear Gene.

What is the situation of Shenzhen nuclear gene in the whirlpool of public opinion? On the afternoon of November 28th, national business daily reporter visited the headquarters office of Shenzhen Nuclear Gene in Nanshan Zhiyuan, Nanshan District, Shenzhen. The field staff refused the reporter’s interview on the grounds that the leader was absent. A property manager of the building told the reporter that the person in charge of the company basically came to the office every morning before leaving the company this morning.

Shenzhen Nuclear Gene was established in 2012. According to official website, the company has set up 64 subsidiaries and 50 laboratories nationwide. According to the incomplete statistics of the reporter of national business daily, the company has newly opened more than ten medical laboratory co., Ltd. in various parts of China this year, and these medical laboratory may mainly provide COVID-19 nucleic acid detection services for various places. The reporter noted that the company’s expansion process is inseparable from the form of joining in investment promotion.

Lanzhou Nuclear Huaxi Laboratory was notified.

Recently, an abnormal event occurred in Lanzhou, Gansu Province. On November 25, Lanzhou Health and Health Commission issued a notice saying that on the morning of November 24, 2022, when Qilihe District of Lanzhou organized the transfer of positive infected people according to the results of nucleic acid testing, it was found that the health codes of individual people to be transferred showed negative nucleic acid testing. In view of this situation, the Qilihe District Joint Defense Office immediately reported to the Municipal Joint Defense Office. The Municipal Joint Defense and Joint Control Leading Group attached great importance to it, invited quality control experts from the Provincial Clinical Laboratory Center to participate, and organized a joint investigation team from the urban health and public security departments to check the relevant situation.

According to the above notice, after on-the-spot verification, the basic situation of this incident is: Lanzhou Nuclear Huaxi Laboratory received the nucleic acid test samples, and according to the laboratory testing process, at 18: 00 on November 23, the information of people with abnormal test results was pushed to the Qilihe District Joint Defense Office, and the District Joint Defense Office informed the community at the first time to inform the relevant personnel to wait for transshipment. At 1 o’clock on November 24, the staff of Lanzhou Nuclear Huaxi Laboratory mistakenly entered the list information of individuals with abnormal nucleic acid detection into the negative personnel information package and uploaded it to the work system, so that the health code of individual persons to be transported showed that the nucleic acid detection was negative.

"The occurrence of this incident has interfered with the normal production and life of the masses and the prevention and control of the epidemic, exposing that Lanzhou Nuclear Huaxi Laboratory is not strict with the management of staff and the audit is not in place. We will seriously deal with Lanzhou Nuclear Huaying Laboratory in accordance with relevant laws and regulations. " The notice said.

In fact, the abnormal event of Lanzhou nucleic acid test results is not the first time that Shenzhen nuclear gene has problems. On April 14th, 2020, Jinan Huaxi Medical Inspection Co., Ltd. (hereinafter referred to as Jinan Huaxi) was warned and fined by Jinan Municipal Health and Health Commission for failing to put infectious medical wastes in special packaging. In January, 2021, Xingtai City, Hebei Province held a press conference on the prevention and control of COVID-19 epidemic, and reported that the nucleic acid test results in Longyao County were falsely reported. The company involved was Jinan Huaxi. Jinan Huaxi is also indirectly 100% owned by Shenzhen Nuclear Gene.

According to the official report, Longyan County entrusted Jinan Huaxi Medical Laboratory, a subsidiary of Jinan Huaxi, with the second round of all-staff nucleic acid testing. Zhai Moumou, an employee of the company, reported to the health department of Longyao County that all the results were negative when the samples were not tested and the number and results of the tests were unknown, and then reported that there were positive samples. The laboratory was suspended from Covid-19’s nucleic acid detection business, and Zhai was also criminally detained by the police on suspicion of endangering public security by dangerous means.

Recently, many online articles have pointed the finger at the founder of Shenzhen Nuclear Gene, Zhang He, and Zhang Shan, who is a supervisor of several subsidiaries of Shenzhen Nuclear Gene. The company was caught in the whirlpool of public opinion for a time.

The reporter visited Shenzhen Nuclear Gene Headquarters on the spot.

What is the latest situation of Shenzhen nuclear gene in the whirlpool of public opinion? On the afternoon of November 28th, national business daily reporter visited the headquarters office of Shenzhen Nuclear Gene in Nanshan Zhiyuan, Nanshan District, Shenzhen.

In the office where the registered address of the company is located, the front desk wall is engraved with "Shenzhen Nuclear Huaxi Medical Laboratory" (hereinafter referred to as Shenzhen Nuclear Huaxi). Enterprise investigation shows that Shenzhen Nuclear Huaxi was established in July 2015 and is also 100% controlled by Shenzhen Nuclear Gene. The poster on the wall introduces that in February, 2020, Shenzhen Nuclear Huaxi became one of the first batch of third-party COVID-19 nucleic acid testing institutions approved by Shenzhen Health and Health Commission, and the other approved third-party COVID-19 nucleic acid testing institution was Shenzhen Huada Testing Center.

The reporter noticed that the company’s publicity column said that "the number of people tested nationwide has exceeded 700 million, and the sample detection has zero error".

In the office, the company staff are still working normally, and people come in and out from time to time, and some staff members pull boxes of protective articles such as isolation gown to the open space in the office. After the reporter indicated the interview demand, two front desk staff refused the interview on the grounds that "the leader is not in the company today and no one is receiving him". The above-mentioned staff also said, "I don’t know when the leaders will come back. They do have various things outside, including epidemics all over the country, and there are many things to be busy."

A property manager of the office building told reporters that the person in charge of Shenzhen Nuclear Gene usually comes to the office at around 10: 00 every morning. He also met the person in charge of the company this morning, but the person in charge left the office this morning. In another company office in the park, the reporter failed to enter, and the company asked the security guard to take a message and refused to be interviewed.

Who is the founder of the company, Zhang Hezhen? On the CCTV talk show titled "Beyond" in March, 2018, Zhang Hezhen introduced the origin of his own name. His father was a middle school teacher of science and engineering, and named Zhang’s three brothers nuclear, electronic and atomic respectively.

An article on the wechat WeChat official account of "Nuclear Gene Group" described in detail the development track of Zhang He and the company: In 1990, Zhang He was admitted to China Medical University to study DNA identification. After graduation, he came to work in shenzhen public by introducing high-tech talents and organized the earliest DNA identification center in China. Later, Zhang Hezhen left the Public Security Bureau to start his own business. In 2000, he established Shenzhen Hongshi Villa Decoration Company (now known as Shenzhen Hongshi Decoration Engineering Co., Ltd.), and then withdrew from the list of shareholders in 2018. Zhang Hezhen also entered the field of real estate consulting and brokerage, and jointly founded Shenzhen Hongshi Real Estate Consulting Co., Ltd. with Ba Ying, but the company has been cancelled.

In 2012, Zhang He founded Shenzhen Nuclear Gene. Enterprise investigation shows that the top two shareholders of the company, Zhang He and Ba Ying, hold 64.7351% and 12.1378% respectively. The registered capital of the company is 37.07 million yuan, 62 companies have been invested abroad, and 55 companies are in existence and in business. In 2013, Shenzhen Nuclear Gene established Guangdong Huaxi Forensic Material Evidence Judicial Appraisal Institute in Shenzhen and established a research institute in Shenyang. Zhang Hezhen has 30 affiliated enterprises and served as the legal representative of 22 of them.

Recruiting nucleic acid samplers in Hohhot can cost more than 10,000 yuan a month.

According to many media reports, after 2013, Shenzhen Nuclear Gene expanded at the rate of setting up three or four inspection laboratories and forensic laboratories every year.

In an article published by WeChat official account, the wechat of Nuclear Gene Group, I wrote: "In order to make genetic technology enter the life of every ordinary person from the unreachable peak of science and technology, people can enjoy efficient, accurate and scientific genetic testing services near their homes, and finally realize that genetic testing is as popular and convenient as physical examination. In 2016, Nuclear Gene launched the’ Hundred Brands and Ten Stores’ program in the genetic industry."

According to the introduction of Shenzhen Nuclear Gene, the so-called "100-brand" means that 100 laboratories have been laid out nationwide and obtained national licenses; "Wandian" means that there are 10,000 "nuclear gene health centers" in China.

In official website of Shenzhen Nuclear Gene, the words "Gene has come, and Nuclear invites you to join the gene industry" are very striking. Click on the column of "Investment Center" of WeChat official account, a nuclear gene group, and it says "Join the genetic testing, unlimited money". The key words below are also very straightforward: "No joining fee, zero foundation and key state support".

In the program "Beyond", Zhang Hezhen talked about the concept of "gene hut", which was used to popularize genetic knowledge and provide services, and said that more than 500 houses had been opened at that time, with the goal of opening 10,000 houses. In the investment promotion page, joining a gene hut only needs a 10㎡ storefront and 1-2 operators. After being trained by nuclear genes, they can engage in health management consultation, DNA paternity and genetic testing sampling and consultation.

Shenzhen Nuclear Gene held a large number of promotion activities in the rapid development stage of agents. Official website, the company, shows that it regularly holds a promotion meeting every month in 17 major first-and second-tier cities, with Zhang Hezhen giving a lecture on profit model, marketing channels and case analysis. However, the above-mentioned joining information was mainly released before 2019, which was not related to COVID-19 testing business.

Shenzhen Nuclear Gene claims that the company has obtained 29 medical and judicial licenses approved by the state, and has more than 300 cutting-edge technology and management staff including nearly 200 doctors, masters and returned students. It has 29 independent laboratory platforms, including 19 forensic laboratories and 10 medical laboratory.

According to the reporter’s incomplete statistics, since 2022, Shenzhen Nuclear Gene has opened more than ten subsidiaries named after "Medical Laboratory Co., Ltd.", including Quanzhou Nuclear Huaxi Medical Laboratory Co., Ltd., Beijing Nuclear Huaxi Future Medical Laboratory Co., Ltd., Xiamen Nuclear Huaxi Medical Laboratory Co., Ltd., Yinchuan Nuclear Huaxi Medical Laboratory Co., Ltd. and so on. These medical laboratories may mainly provide COVID-19 nucleic acid detection services for various places.

On a recruitment APP, the reporter searched for the keyword "Nuclear Huaying", showing that there are 10 recruitment entities, and the publisher is "Shenzhen Nuclear Gene Technology Co., Ltd." and its subsidiaries, with a total number of positions exceeding 300. Among them, Shenzhen Nuclear Huaxi Medical Laboratory Co., Ltd. has released more than 200 posts, involving first-line posts such as nucleic acid sampler, laboratory inspector and freight driver, as well as system posts such as quality inspection, data and salary, and even Tik Tok anchor, whose working locations involve more than ten first-and second-tier cities such as Shenzhen, Shanghai, Shenyang and Nanchang.

A recruitment information in Hohhot shows that the monthly salary of the sampler ranges from 8,000 yuan to 13,000 yuan, and he is responsible for specific work such as nasopharyngeal swab collection and venous blood drawing. He is required to have a college degree or above and hold a nurse qualification certificate.

In another labor dispatch recruitment released by Beijing Century Yingcai Human Resources Consulting Co., Ltd., the words "800 nurses of nucleic acid sampling doctors will be married in 600 days" and "eat and control, and pay three days later" were written, but other than that, no qualifications and requirements were stated. The work place was located in Daxing District, Beijing, and the client company was Beijing Nuclear Huaxi Medical Inspection Laboratory Co., Ltd.

Scientific protection against pollen allergy

Spring returns to the earth and flowers are in full bloom. When most people are immersed in the beauty of spring, some people have symptoms such as runny nose, sneezing and itchy eyes, which are often caused by pollen allergy. What is pollen allergy? Which people are susceptible to allergies? How to prevent it? The reporter interviewed relevant experts.

Scientific protection against pollen allergy

"Pollen allergy refers to an immune response produced by the human body after contacting or inhaling pollen, which leads to allergic symptoms." Yang Yuguang, deputy chief physician of the Department of Dermatology, Fourth Medical Center of PLA General Hospital, said that Artemisia, Platanus, Chenopodiaceae and Cupressaceae pollen are common allergic pollen. Every year, the number of pollen presents two peaks, from mid-March to late April, and from late July to late September, which is also the period when pollen allergy symptoms appear the most.

Yang Yuguang said that people who are susceptible to allergies mainly include people with allergies, people with family allergies, and people who have been exposed to allergens for a long time (such as garden workers and flower farmers). The symptoms of pollen allergy mainly include: skin symptoms including erythema, papules, wheal, accompanied by severe itching; Allergic conjunctivitis such as redness and itching will appear in the eyes; Allergic reactions of respiratory mucosa, including runny nose, sneezing, itchy nose and stuffy nose.

How to treat the symptoms of pollen allergy? Yang Yuguang said that allergens should be cut off first to avoid contact and inhalation of pollen. Antihistamine drugs can be used when allergic symptoms occur all over the body; Patients with dermatitis and urticaria can be externally applied with antipruritic preparations, glucocorticoids or calamine containing phenol; Patients with severe allergic symptoms can be systematically treated with glucocorticoids when necessary, and the symptoms will gradually decrease after improvement.

Cut off allergens is that most effective way to prevent pollen allergy. Yang Yuguang said that in the season with more pollen, try to reduce outdoor activities, or wear effective protective masks, glasses and other protective equipment when going out. Wash the exposed parts such as face and nasal cavity in time after returning home to reduce the residue of allergens. Keep the room clean, clean regularly, close doors and windows, use air purifiers, etc. to reduce the concentration of indoor pollen catkins and reduce the breeding of allergens. In addition, eat more fresh fruits and vegetables and maintain adequate vitamin intake; Exercise properly, enhance physical fitness and improve immunity.

In addition to pollen allergy, there are allergens such as mold, pet hair and mosquitoes in spring. Xiao Minglu, the attending physician of dermatology department of the Fourth Medical Center of the General Hospital of the People’s Liberation Army, said that the humidity is high in spring, and mold is easy to appear at home. It is recommended to keep the room dry and ventilated, and air purifiers can be used to reduce the concentration of mold. In spring, pets change their hair, which is easy to float in the air. People with allergies should avoid touching pets and clean their hair regularly and promptly. Mosquitoes become active in spring. When people with allergies go out, they should pay attention to long clothes and trousers for physical protection, and try to avoid staying in places where mosquitoes are easy to gather, such as rivers, grass and Woods. Measures for the administration of pre-tax deduction vouchers for enterprise income tax were promulgated and will come into force on July 1.

BEIJING, June 13 (Xinhua) According to the website of State Taxation Administration of The People’s Republic of China, recently, State Taxation Administration of The People’s Republic of China issued the Measures for the Administration of Pre-tax Deduction Certificates of Enterprise Income Tax (hereinafter referred to as the Measures), which came into effect on July 1, 2018.

On the 13th, the State Administration of Taxation issued a related interpretation in official website, stating that there are many kinds of pre-tax deduction vouchers, wide sources and many situations. The Measures clarify the related concepts, application scope, management principles, types, tax treatment of basic situations and tax treatment of special situations from the perspective of unified understanding, easy judgment and easy operation. At the same time, the "Measures" always runs through the concept of "combining management with release and optimizing services", which will play a positive role in thoroughly implementing the spirit of "streamline administration, delegate power, strengthen regulation and improve services" reform in the tax system. First, the Measures clarify that receipts, internal vouchers and split vouchers can also be used as pre-tax deduction vouchers, which will reduce the tax burden of taxpayers. Second, the "Measures" have detailed provisions on the types, filling contents, acquisition time, replacement and replacement requirements of pre-tax deduction vouchers, which is beneficial for enterprises to strengthen their own financial management and internal control management and reduce tax risks. Third, in view of the fact that enterprises have not obtained external vouchers or obtained non-compliant external vouchers, the Measures provide remedial measures to protect the legitimate rights and interests of taxpayers.

Interpretation shows that the taxpayers subject to the Measures are resident enterprises and non-resident enterprises as stipulated in the Enterprise Income Tax Law and its implementing regulations.

According to the interpretation, since it is difficult to list the pre-tax deduction vouchers one by one, clarifying the management principles is conducive to eliminating disputes and ensuring that taxpayers and tax authorities jointly follow and standardize the handling. Pre-tax deduction vouchers should follow the principles of authenticity, legality and relevance in management. Authenticity is the foundation. If the economic business and expenditure of an enterprise are not authentic, it will naturally not involve the issue of pre-tax deduction. Legality and relevance are the core. Only when the form and source of the pre-tax deduction voucher comply with the relevant provisions of laws and regulations, and are related to the expenditure and have probative force, can it be used as the proof of the pre-tax deduction of enterprise expenses.

The interpretation also explains the following contents:

  — — Relationship between pre-tax deduction voucher and pre-tax deduction

Pre-tax deduction voucher is the basis for enterprises to deduct relevant expenses when calculating taxable income of enterprise income tax. The scope and standard of pre-tax deduction of enterprise expenditure shall be implemented in accordance with the enterprise income tax law and its implementation regulations.

  — — The Relationship between Pre-tax Deduction Voucher and Relevant Information

In business activities and economic exchanges, enterprises are often accompanied by contract agreements, payment vouchers and other related materials. In some cases, they are the basis for expenditures, such as the judgment documents issued by the court to judge enterprises to pay liquidated damages. The above information does not belong to the pre-tax deduction certificate, but belongs to the information that is directly related to the business activities of the enterprise and can prove the authenticity of the pre-tax deduction certificate. The enterprise should also fulfill the responsibility of keeping it in accordance with the relevant provisions of laws and regulations for verification by relevant departments, institutions or personnel, including the tax authorities.

  — — Types of pre-tax deduction vouchers

According to the source of pre-tax deduction vouchers, the Measures divide them into internal vouchers and external vouchers. Internal vouchers refer to the original accounting vouchers that enterprises fill in for accounting expenses according to national accounting laws, regulations and other relevant provisions when expenditures occur. For example, the original accounting vouchers such as wages paid by enterprises to employees, payroll and so on are internal vouchers. External vouchers refer to invoices, financial bills, tax payment vouchers, split sheets and payment vouchers issued by other units and individuals when an enterprise has business activities and other matters. Among them, invoices include paper invoices and electronic invoices, as well as invoices issued by tax authorities.

  — — Time requirement for obtaining pre-tax deduction certificate

Enterprises should obtain the pre-tax deduction vouchers that meet the requirements when spending occurs. However, considering that enterprises may need to reissue or replace the pre-tax deduction vouchers that meet the requirements in some cases, the Measures stipulate that enterprises should obtain the pre-tax deduction vouchers that meet the requirements before the end of the final settlement period stipulated in the current enterprise income tax law.

  — — Tax treatment of external vouchers

If an enterprise obtains invoices and other external vouchers that meet the requirements within the prescribed time limit, the corresponding expenses can be deducted before tax. Those who should have obtained invoices and other external vouchers, or those who have obtained non-compliant invoices and other non-compliant external vouchers, can be handled in accordance with the following provisions:

  1. Tax treatment before the end of the settlement period

  (1) If invoices and other external vouchers that meet the requirements can be reissued or exchanged, the corresponding expenses can be deducted before tax.

  (2) If the other party is unable to reissue or exchange invoices or other external vouchers that meet the requirements due to special reasons such as cancellation, cancellation, revocation of business license according to law, and being recognized as an abnormal household by the tax authorities, the corresponding expenses can be deducted before tax after the authenticity of the expenses is confirmed by relevant materials.

  (3) Failing to reissue or exchange invoices and other external vouchers that meet the requirements, and failing to prove the authenticity of expenditures with relevant materials, the corresponding expenditures shall not be deducted before tax in the year in which they occur.

  2. Tax treatment after the final settlement period.

  (1) Due to some reasons (such as purchase and sale contracts, engineering project disputes, etc.), if the enterprise fails to obtain the invoices and other external vouchers that meet the requirements within the prescribed time limit or fails to obtain the invoices and other external vouchers that do not meet the requirements, and the enterprise voluntarily fails to make pre-tax deduction, the corresponding expenses can be retroactive to the annual deduction of the expenses after obtaining the invoices and other external vouchers that meet the requirements in future years, and the retroactive deduction period shall not exceed 5 years. Among them, if the other party is unable to reissue or exchange invoices or other external vouchers that meet the requirements due to special reasons such as cancellation, cancellation, revocation of business license according to law, and being recognized as abnormal households by the tax authorities, the corresponding expenses can also be retroactive to the annual deduction of the expenses in future years after the enterprise confirms the authenticity of the expenses with relevant materials, and the retroactive deduction period shall not exceed 5 years.

  (2) If the tax authorities find that an enterprise should have obtained invoices and other external vouchers, or has obtained non-compliant invoices and other external vouchers, and the enterprise has reissued or replaced the invoices and other external vouchers that meet the requirements within 60 days from the date of being informed, or verified the authenticity of the expenses according to the provisions of Article 14 of the Measures, the corresponding expenses can be deducted before tax in the year in which they occur. Otherwise, the expenditure shall not be deducted before tax in the year in which it occurs, nor shall it be deducted after the year.

Investigation on the phenomenon of "sky-high" luxury zongzi in some places: most of them are "human feelings zongzi"

Xinhua News Agency, Beijing, June 19th Title: Investigation on the phenomenon of "sky-high price" luxury zongzi in some places

Xinhua News Agency "Xinhua Viewpoint" reporters Wan Zhiyun, Zhou Kai and Shao Luwen

As the Dragon Boat Festival approaches, Xinhua Viewpoint reporters in some provinces found that "high-priced" zongzi such as "bird’s nest zongzi", "ginseng zongzi" and "abalone zongzi" appeared in the market, with expensive fillings and luxurious packaging. In order to avoid supervision, luxury zongzi are mostly sold by supermarkets to reservations, from physical gifts to virtual gift certificates, and combined sales are made by playing the price "edge ball".

During the visit, many salespeople said that high-end zongzi gift boxes are usually "those who buy them don’t eat, those who eat them don’t buy them, and nine times out of ten they are used as gifts".

Each box costs nearly 1,000 yuan, mostly "human feelings"

Recently, the reporter learned from some five-star hotels, e-commerce platforms and high-end restaurants that a large number of zongzi gift boxes focus on "high-end" and "luxury" positioning, adding shark’s fin, bird’s nest, sea cucumber, ginseng, black truffle and other precious ingredients to the stuffing, and the price is nearly 1,000 yuan per box. The reporter saw in an unannounced visit to a five-star hotel in a city in southwest China that a gift box of "Abalone Zongzi" cost as much as 988 yuan, and there were only 12 Zongzi in it.

The reporter found in some e-commerce platforms that many hot-selling zongzi gift boxes are priced above 500 yuan. The customer service of a food online shop told the reporter that the original price of the best-selling zongzi gift box in the store was 1,288 yuan, and the current preferential price is 820 yuan, which contains 12 zongzi with precious ingredients, with an average price of 68.3 yuan per zongzi. "After a few days on the shelves, nearly 500 copies were sold."

There are also some "Wechat business" who engage in so-called "local tyrants" purchasing on social media. According to a purchasing staff, shark’s fin, fish roe and crab roe can all be wrapped in zongzi. "The price is not capped, only you can’t think of it, you can’t buy it."

In addition to adding some high-grade ingredients, the reporter also found that over-packaging is also a common feature of luxury zongzi gift boxes.

In order to "slim down" the packaging of moon cakes and zongzi, on August 15th, 2022, Revision No.1 of the national standard "Restricting over-packaging of commodities requires food and cosmetics" was officially implemented, requiring that the number of packaging layers be reduced, and the maximum number of packaging layers for moon cakes and zongzi should not exceed three; Reduce the packaging cost, and the proportion of packaging cost in the sales price of moon cakes and zongzi above 100 yuan shall not exceed 15%.

In a prominent position in the lobby of a hotel in a city in southwest China, there is a row of "Duanli Yayun" zongzi gift boxes with a price of 498 yuan. The gift box is designed as a suitcase, with two leather locks and a leather handle on the gilded shell. The reporter unlocked the lock and opened the lid to see that the internal design of the gift box was equally exquisite and complicated. Seven small boxes of different sizes were placed in two columns, and only when the small boxes were opened could you see the dumplings packaged independently. The front desk staff of the hotel told the reporter: "This gift box is exquisite in production technology and high in cost. Many people buy it by packaging."

On some e-commerce platforms, many shops label gift boxes as "luxury leather boxes", "high-end materials" and "refusing to feel cheap". According to the customer service of an online shop, the "Hongfu Royal Product" luxury gift box in this shop sells the best, and its "three-layer, step-by-step design looks very domineering after opening", coupled with the deep stamping process and color gold printing, it is very advanced. A number of shops said that in order to make the gift box have texture, the weight of the package is often 2 to 3 times that of the zongzi itself.

It is worth noting that zongzi, a traditional festival food, tends to be reduced to "human feelings zongzi" and "work zongzi". The reporter combed the popular comments of some hot-selling gift boxes on the e-commerce platform, and "buy and send relatives and friends" and "the leader is very satisfied" became high-frequency words.

A person in charge of an enterprise on the eastern coast told the reporter that the enterprise has some important customers and social relations, and every holiday is an important opportunity to give gifts to maintain relations. The value of Zongzi itself is not high. If you don’t add some high-end ingredients, the packaging is not high enough, and you don’t attach some other gifts, it will be difficult to get it. Every year before the Dragon Boat Festival, enterprises will order a batch of gift boxes for "doing things".

Frequent "new tricks" to avoid supervision

The reporter found that in recent years, the relevant departments have stepped up supervision over "sky-high" food and over-packaging, and the sales of some luxury zongzi have turned from bright to dark, shifting from supermarkets to star-rated hotels, high-end restaurants and social platforms.

In a high-end hotel chain in a western city, a 488 yuan zongzi gift box is being displayed in the lobby. The waiter told the reporter that this gift box is not for public sale, mainly for old members and big customers, and it is selling well at present.

"The gift box is only displayed in the store, and the sales method is customized by appointment, so don’t be afraid of being inspected." In an online shop WeChat applet, a "rong family Dragon Boat Festival" with a price of 2,680 yuan is being reserved. The customer service told the reporter: "Only specific members can buy and provide delivery service."

At the same time, the gift certificate of zongzi is also very common. Some chain pastry shops and hairy crab shops rely on the advantages of many offline stores and complete online platforms to sell high-end zongzi gift coupons through social platforms such as WeChat applets, which can be mailed by express mail or picked up in stores, and provide "gift-giving services" such as writing greeting cards, invoicing and delivery on a specified date.

The online customer service of a well-known pastry shop said: "Some units are strict in management, and it is inconvenient to send gift boxes directly. It is better to send electronic coupons safely." The lobby manager of a five-star hotel in an eastern province told reporters: "It is very suitable to buy gift certificates for people. If the recipient doesn’t want to pick up the goods, we can also recycle the gift certificates in cash."

In June 2022, the relevant departments issued the Announcement on Curbing the "Sky-high-priced" moon cakes and promoting the healthy development of the industry, and strictly supervised the "Sky-high-priced" boxed moon cakes whose unit price exceeded that of 500 yuan.

The reporter visited and learned that some merchants set the price at 499 yuan and 488 yuan by reducing the number of zongzi in order to avoid the suspicion of "sky-high price". For example, the gift box of "Dumplings Filled with Buddha’s Jumping Wall" launched by a chain pastry shop costs 480 yuan, but there are only six dumplings, which translates into 80 yuan for each dumpling. There are also some merchants who use the method of combined sales. A single gift box costs more than 400 yuan, which is bundled with tea and high-grade edible oil.

Strengthen supervision to stop unhealthy trends.

Experts interviewed said that the "makeover" of luxury zongzi still exists, and it still takes a long time to advocate frugality, oppose waste and create a "fresh" holiday atmosphere.

Wang Zhongwu, a professor of sociology at Shandong University, and other experts suggested that while strengthening the supervision of offline sales channels, relevant departments should further improve the management of online sales channels such as e-commerce platforms, and at the same time focus on new "moves" such as high-end customization and membership gift certificates, and be wary of luxury zongzi "from bright to dark, from real to virtual".

In addition, the relevant standards of commodity over-packaging need to be further improved. Experts such as Wang Huo, Deputy Secretary-General of China Biodiversity Conservation and Green Development Foundation, believe that the material, environmental protection and manufacturing technology of packaging should be specified in more detail, the rules for initial packaging identification should be optimized, and the calculation method for packaging inspection should be improved, so that producers and operators have no time to drill.

At the same time, it is necessary to give full play to the functions of industry self-discipline and self-supervision, and urge industry associations to formulate industry conventions to curb excessive packaging and pursue luxury, so as to avoid blind competition and create a vicious circle.

Liao Chenglin, a professor at the School of Economics and Business Administration of Chongqing University, and other experts said that it is understandable to have normal human relations during festivals. However, the issue of "four winds" is often accompanied by an undercurrent during holidays, and bad style such as "human feelings" and "doing things" should be resolutely stopped. Discipline inspection and supervision organs should strengthen supervision, carry out unannounced visits, advocate party member cadres’ honesty for holidays, and firmly stop the "four winds" problem in Zongzi.

Going into the garden? Search the bag first! CCTV reporters visited Shanghai Disneyland again, and the phenomenon of bag rummaging remained the same! Lawyer: This is infringement!

Shanghai Disneyland’s ban on bringing food and rummaging through bags has attracted more and more consumers’ attention.

On August 12th, CCTV financial reporters visited Shanghai Disneyland.

  The reporter visited Shanghai Disneyland

The phenomenon of bag rummaging still exists.

On the morning of August 12, the reporter bought the tickets for Disney on that day through the computer. During the purchase, there was no obvious indication that food was prohibited.

CCTV financial reporters clicked on the pre-departure instructions for entering the official website, and did not see any instructions on the prohibition of bringing food. Only when you buy tickets on your mobile phone can you see the relevant reminders at the end of the page.

Later, the reporter came to Disneyland and walked around the door, but he didn’t see any signs that it was forbidden to bring food into the park.

After entering the door, the first checkpoint is to check your belongings. The reporter saw that each inspection desk was equipped with two or three staff members, and tourists put items on the inspection desk in turn for the staff to check.

The staff opened the reporter’s backpack and said, "Water can be brought, but bread can’t be brought."

Security personnel: Food can’t be brought, but water can be brought. You can eat bread here. No food is allowed. Don’t bring it next time.

After checking the reporter’s backpack, the staff put the bread in the reporter’s bag again and told them not to bring it next time.

Subsequently, another reporter also entered the security checkpoint, and the staff did not object to the biscuits and water carried by the reporter. But when the reporter asked if they had the right to search the bag, the staff told the reporter that this was a paradise rule.

CCTV Financial Reporter: Do you have the right to search for packages? Can I just open it for you?

Security inspector: No, I can’t see below.

Security personnel: You must search. This is the rule of the paradise. If you want to do this, take out the things in your bag yourself.

Compared with the previous ban on bringing bread, biscuits and other foods, it seems that the inspection has been relaxed now, but many tourists think that there is an invasion of privacy in the case of staff searching bags.

Visitors to Shanghai Disneyland: I don’t think it is particularly reasonable, because there are some privacy things after all.

Visitors to Shanghai Disneyland: Personally, I think you are not a law enforcement officer. Relatively speaking, such words are a serious violation of personal privacy.

In addition, during the visit to the park, the reporter saw that there are dining cars and shops selling food and drinks every few meters. The price of an ice cream is in 40 yuan, and the price of a bottle of coke is in 20 yuan.

In the restaurant in the park, the reporter saw that many tourists came to eat at mealtime. The price of a set meal is around 100 yuan, and a stylish drink needs 88 yuan. Take a family as an example, the price of a lunch is about in 300 yuan.

Visitors to Shanghai Disneyland: The price in the park is too expensive. If you don’t allow food to be brought, but the price inside is closer to the people, this problem should be solved.

Lawyer: Shanghai Disneyland searched the bag for inspection.

  Invasion of privacy

Disney does not allow tourists to bring food into the park, and it is necessary to open tourists’ backpacks before entering the park to check the items carried by tourists. Are these legal?

In response to the ban on bringing your own food, Shanghai Disneyland responded to CCTV financial reporters, which is consistent with other parks in Asia.

CCTV financial reporters learned that Disney currently has six top family holiday destinations in the world. The three Disneyland parks in the United States and France do not prohibit consumers from bringing food into the park, while China and Japanese Disneyland, as Asian countries, prohibit bringing food.

Wang Longjie, lawyer of Shanghai Wanda Law Firm: Disney in different regions applies different standards, which is a double standard in itself. Is it legal for Disney to make this rule? This is not the decision of a certain enterprise. At present, this case has been filed by the People’s Court of Pudong New Area in Shanghai, and it is under trial. Whether it is legal or not, the court’s ruling will tell us the answer.

The reporter learned in the interview that an important reason why tourists bring food into the park is the high food price in the park. For example, the cost of a locker in the park is 80 yuan, and it costs 20 yuan to buy a bottle of coke. The price in the park is almost 5-10 times that outside.

Wang Longjie, lawyer of Shanghai Wanda Law Firm: Consumers have the right to choose consumption and services, and he can choose goods. Now, this rules out the behavior of consumers bringing their own goods to consume, and it can only make consumers accept the catering services provided by Disney in disguise. This behavior of Disney actually violates the Consumer Protection Law.

Lawyers believe that when we take public transportation such as plane, train and subway, we need to cooperate with the security check to check the things we carry with us. This is because in the face of public safety, personal privacy needs to be given some concessions, and it is supported by corresponding laws and regulations.

But Shanghai Disneyland checks tourists’ bags in order to prevent bringing their own food. Wang Longjie believes that this violates consumers’ personal privacy.

Wang Longjie, lawyer of Shanghai Wanda Law Firm: This kind of inspection can only be done if it is authorized by law. Disney is only a commercial enterprise, and it cannot have any power beyond the law. It is an act of inspection and search in disguise, which is an act of infringing on the privacy of others and is also prohibited by law.

At present, the overseas epidemic situation continues to spread, and the domestic epidemic situation is scattered at many points. Today, two new social screening cases were added in this city, indicating that there are still hidden sources of infection in the society, and the epidemic situation is severe and complicated. It is necessary to tighten the "four-party responsibility", strengthen remote control and near-end screening, and strengthen investigation and control at transportation hubs such as airports, stations and road checkpoints. If risk personnel are found, report them to relevant departments such as their communities (villages) in a timely manner; Communities (villages), schools, training institutions, commercial buildings, hotels, supermarkets and their internal business premises should strictly implement the main responsibilities, strengthen the investigation and control of risk personnel and risk points, do a good job in cleaning and disinfecting elevators, public toilets and other public places, conduct nucleic acid testing according to the prescribed frequency, adhere to one store and one yard, and assign special personnel to be responsible for it, and strictly implement the normal prevention and control measures such as scanning code and temperature measurement, and checking negative nucleic acid certificates, so as to ensure that everything will be swept and inspected.

Personnel returning to Beijing should earnestly fulfill their personal epidemic prevention responsibilities, strictly implement various epidemic prevention policies, take the initiative to report to relevant departments such as communities and units, enter and return to Beijing with a negative nucleic acid certificate within 48 hours and the green code of "Beijing Health Treasure", and do personal protection and health monitoring on the way. If there is a risk of epidemic, they will cooperate with the implementation of epidemic prevention measures on the spot and suspend their entry and return to Beijing. After returning to Beijing, we will carry out two tests for three days, complete a nucleic acid test within 24 hours after arriving in Beijing, and complete the second nucleic acid test within 24 hours and 72 hours after the interval. We will not have dinner or get together or go to crowded places within 7 days, do a good job in health monitoring, report to the community in time and seek medical treatment according to regulations.

Every resident will have it! What is an electronic health code? Will it reveal privacy?

On November 9th, according to the information of National Health Commission official website, National Health Commission, the State Administration of Traditional Chinese Medicine and the State Bureau of Disease Control and Prevention have jointly issued the "Tenth Five-Year Plan for National Health Informatization" (hereinafter referred to as the "Plan"), proposing that by 2025, a unified, authoritative and interconnected national health information platform support and guarantee system will be initially established, and the full coverage of public medical and health institutions and the national health information platform will be basically realized.

Among them, the "Planning" mentioned that "in 2025, every resident will have a dynamically managed electronic health record and a fully functional electronic health code". This content has attracted attention. On November 10th, Wei Zining, Dean of Management Development Research Institute of Beijing Sanyi Zhiku Hospital, said in an interview with Red Star News reporter that the health code mentioned in the Plan is not a health code or a travel code set to deal with the COVID-19 epidemic, but actually it is more like a personal electronic health record of residents. Such a health code is also set to make use of big data and the Internet to better serve residents, and people do not have to worry too much about privacy, travel leakage and other issues.

National Health Commission, the State Administration of Traditional Chinese Medicine and the State Bureau of Disease Control and Prevention have jointly issued the "14 th Five-Year Plan for National Health Informatization"

Hot discussion on the whole network:

Residents have fully functional electronic health codes.

Some netizens are worried that privacy will be leaked.

The Red Star journalist noted that the "Planning" has deployed eight main tasks for the future, namely, intensive construction of information infrastructure support system; Improve the national health informatization standard system; Deepen the "Internet+medical health" service system; Improve the system of big data resources for health care; Promote digital health integration and innovative development system; Expand the basic information security service system; Strengthen the application system of health statistics investigation and analysis; Consolidate the network and data security system.

In addition, the "Planning" also puts forward eight priority actions: sharing and sharing three years of hard work; Healthy China construction (action) supporting action; Demonstration action of smart hospital construction; Intelligent service action for key populations; Intelligent monitoring and response actions for drug supply guarantee; Digital public health capacity improvement action; "internet plus Traditional Chinese Medicine Health Service" action; Data security capability improvement action.

In recent years, the word "health code" has become a high-frequency word in life. After combing, Red Star journalists found that the word health code was mentioned five times in Planning. Among them, when talking about the overall improvement of emergency response capacity for epidemic prevention and control, the Plan mentioned "promoting the unification of health code policies and standards, realizing the national sharing of nucleic acid test results and vaccination information in Covid-19, ensuring the orderly travel of the masses, and efficiently coordinating epidemic prevention and control and social and economic development." In terms of development goals, the Plan proposes that "every resident has a dynamically managed electronic health record and a fully functional electronic health code".

In addition, the Plan also mentioned that in the main tasks of the 14 th Five-Year Plan for National Health Informatization, the issue of health code was also mentioned in the part of promoting the digital health integration and innovation development system, sharing and sharing the three-year attack, and improving the digital public health capacity. The Plan mentions that it is necessary to "gradually realize the multi-code integration of electronic health code, medical insurance settlement code and financial payment code", and to "take the popularization and application of residents’ electronic health code as the starting point, establish the only main index for residents with ID card numbers as the main index and other certificate numbers as the supplement, and promote" one code for universal use ". In addition, the Plan also mentions "strengthening the use of health code standards, strengthening the implementation of coding and transcoding rules, and promoting mutual recognition and one code communication".

Red Star News reporter noticed that netizens are particularly concerned about the article "every resident has a dynamically managed electronic health record and a fully functional electronic health code". Some netizens have doubts and asked, "Is this health code a trip code?" "Will setting such a health code violate my privacy?"

On July 6, 2022, in Yuncheng, Shanxi Province, a resident scanned the code at the nucleic acid detection point in Xinjiang County for nucleic acid detection. According to vision china

Expert interpretation:

Like mobile electronic health records.

Don’t worry too much about privacy leaks.

For all kinds of questions raised by netizens, Wei Zining, dean of the Management Development Research Institute of Beijing Sanyi Zhiku Hospital, told Red Star News reporter that this health code was not built during the COVID-19 epidemic, and it was not a trip code. The health code in Planning was more like a mobile electronic health record of residents.

"The health code mentioned in the plan is more like an electronic file of residents, which may contain health information of everyone from birth to death. Such as vaccination, case information, family genetic diseases, etc. " Wei Zi-ning said that the health code we often talk about now is actually set up to cope with the epidemic situation in COVID-19. We can see whether the residents have done nucleic acid, whether they are negative or positive, and how many days they have done it. The health code mentioned in the Plan should have a much more comprehensive function than the (current) health code.

Wei Zining said that the setting of the electronic health code mentioned in the Plan can better help doctors understand the personal health status of patients. "Your past medical history and medical records may all be in this health code. When you go to see a doctor, the doctor can fully grasp it in order to make a more scientific diagnosis of the patient."

Wang Chenguang, a professor at Tsinghua University Law School and executive vice president of China Health Law Society, has similar views with Wei Zi-ning. Wang Chenguang told the Red Star journalist that the electronic health code mentioned in the Plan is actually a comprehensive personal health information file, which is used by China to better serve residents’ health by using the Internet and big data.

"At present, the functions of this health code are not completely determined. It may include some functions of this health code currently used to fight the COVID-19 epidemic, but this part of the function is only a small part of it." Wang Chenguang said that with the development of the times, the mobility of people is also increasing. If you have such a health code, it means that everyone’s health information is carried with you. For example, if there is an accident or illness in any area, doctors can know this person’s historical health information through this health code, so as to give the most accurate treatment.

For some netizens who are worried that the health code will reveal personal information, both experts said that this kind of worry is actually unnecessary. "This health code is placed in your personal mobile phone every day. If you don’t show it to others, you should not be able to find it at will, including doctors. Only after my consent, in the case of medical treatment and vaccination, relevant information will be displayed." Wei Zining said.

Wang Chenguang, on the other hand, said that people’s worries about the disclosure of personal privacy are not unreasonable, but there is no need to worry too much. "When building the health code, the relevant institutions definitely need to collect and store personal health information, but this behavior is to protect the health of residents, not to infringe on the privacy of citizens."

Wang Chenguang said that our society is now an information society, and the appearance of this kind of health code is inevitable, which is a normal use of information. Relevant institutions will also prevent people with ulterior motives from maliciously invading when building, and laws and regulations will also regulate the use of health codes.
