The Administrative Measures for the Settlement of Points in Beijing (Trial) was officially released in August 2016, and will be implemented in 2017, and will be tried for 3 years. The overall framework of the policy can be summarized as "4+2+7", namely, 4 qualifications, 2 basic indicators and 7 guiding indicators. Qualifications include holding a residence permit in Beijing, below the statutory retirement age, continuous payment of social insurance in Beijing for 7 years, and no criminal record.
Li Sufang said that the Beijing Municipal Human Resources and Social Security Department is formulating the detailed rules for the implementation of the settlement policy for points, and is clearly identifying standards and standardizing operational procedures. She said that the policy indicator system involves 13 categories, 29 detailed project indicators, and more than 30 departments. The operation process is complicated, and the specific declaration start time has not yet been finalized.
She stressed that the work is being accelerated as planned, and efforts should be made to facilitate the people to handle it and let the applicants run less; Before the official launch, a special information conference will be held and a convenience manual will be issued to answer questions for the public.
