  General requirements: fully implement the spirit of the 18th CPC National Congress and the 3rd, 4th and 5th Plenary Sessions of the 18th CPC Central Committee, firmly establish the new development concept of innovation, coordination, green, openness and sharing in accordance with the overall layout of "Five in One" and the strategic layout of "Four in All", conscientiously implement the decision-making arrangements of the CPC Central Committee and the State Council, base on China’s national conditions and development stages, focus on the overall situation of economic and social development, and take improving the quality of soil environment as the core.   Work objective: By 2020, the increasing trend of soil pollution in China will be initially curbed, the overall quality of soil environment will remain stable, the soil environmental safety of agricultural land and construction land will be basically guaranteed, and the soil environmental risks will be basically controlled.
