　　Since the 18th National Congress of the Communist Party of China, the General Secretary of the Supreme Leader has grasped the general trend of world development, focused on the future and common well-being of mankind in the information age, and clearly put forward the important concept of building a community of cyberspace destiny. In November 2014, the first world internet conference was held in Wuzhen, Zhejiang Province, and this year marks its tenth year. In his video address to the opening ceremony of the Wuzhen Summit in world internet conference in 2023, General Secretary of the Supreme Leader put forward "Three Advocates", emphasizing "deepening exchanges and pragmatic cooperation, and jointly promoting the construction of a community of cyberspace destiny to a new stage", which provided a program of action and pointed out the way forward for the development and governance of the world’s Internet.

　　1. Build a global Internet governance system and continuously deepen international exchanges and cooperation in cyberspace.

　　The Internet has profoundly changed people’s way of production, life, communication and social governance. Countries in the world are more interconnected and interdependent than ever before. The world has truly become a global village where the voices of chickens and dogs hear each other, and the international community has increasingly become a community of human destiny with you and me. Undoubtedly, the development of the Internet has accelerated the digital, intelligent and green transformation of the industry, and the digital economy has flourished, bringing great new opportunities for the development of all countries; At the same time, problems such as unbalanced development, imperfect rules and unreasonable order in the Internet field are increasingly prominent, which brings new risks and challenges to world peace and development and the future and destiny of mankind. It is imperative to promote the reform of the global Internet governance system, and the world calls for more fair, reasonable and effective solutions.

　　Since the new era, China has actively participated in the global Internet governance mechanism, continuously deepened international cooperation in the digital economy, jointly safeguarded cyberspace security, and promoted the inclusive development of the Internet. The General Secretary of the Supreme Leader attaches great importance to the development and governance of the Internet and advocates building a community of cyberspace destiny. Especially in 2015, the General Secretary of the Supreme Leader attended the opening ceremony of the Second world internet conference and delivered an important speech, putting forward the "four principles" and "five propositions" of global Internet development and governance, emphasizing respect for network sovereignty, maintaining peace and security, promoting open cooperation and building a good order, calling for "accelerating the construction of global network infrastructure, promoting interconnection", "creating an online cultural exchange and sharing platform, promoting exchanges and mutual learning" and "promoting the innovative development of network economy, promoting The "four principles" and "five propositions" are the "golden keys" to solve the real dilemma of Internet development and governance.It has provided a fundamental basis for effectively coping with and resolving the risk challenges in the Internet field, giving full play to the remarkable advantages of Internet functions, making the Internet better benefit people all over the world, and working together to build a community of cyberspace destiny, which has been widely recognized and positively responded by the international community. After years of deep cultivation and practice, the "four principles" and "five points" have been deepened and implemented, which has promoted the construction of a community of cyberspace destiny from concept documents to action initiatives, from concept principles to concrete practice, and played a positive role in solving the development deficit, solving the security dilemma and strengthening mutual learning among civilizations. China’s international discourse power and influence in cyberspace are increasing day by day, and China’s ideas, China’s ideas and China’s plan have won more recognition and support.

　　2. Build a more inclusive, prosperous, peaceful, secure, equal and inclusive cyberspace.

　　In today’s era, the development of the Internet has jumped to a new stage of all-round penetration and cross-border integration. Digitalization, networking and intelligence have accelerated development, which has increasingly become a new kinetic energy to promote development, a new platform for maintaining security in Xinjiang, and a new platform for mutual learning among civilizations. The world is facing the era choice of "where to go" for Internet development and governance. In his video speech at the opening ceremony of the Wuzhen Summit in world internet conference in 2023, the Supreme Leader put forward the "Three Advocates" for building a more inclusive, prosperous, peaceful, safe, equal and inclusive cyberspace, and set sail for the global Internet development and governance from the three dimensions of development, security and civilization, and drew a beautiful blueprint for building a community of cyberspace destiny.

At present, the global economic recovery is weak, the development deficit is increasing, and the desire of countries to seek development is even stronger. Universal and prosperous cyberspace means that Internet development and governance should adhere to the new concepts of helping each other in the same boat, mutual trust and mutual benefit, dialogue and cooperation, abandon the old concepts of zero-sum game, isolation and exclusivity, and plan and promote the construction of a community of cyberspace destiny from the overall long-term interests of all mankind, promote the development of network technology in various countries, deepen international exchanges and cooperation in the digital field, and continuously enhance the well-being of human society. In September 2021, General Secretary of the Supreme Leader solemnly put forward the "Global Development Initiative" at the general debate of the 76th UN General Assembly, advocating to jointly promote global development to a new stage of balance, coordination and tolerance. Building a more inclusive and prosperous cyberspace is in the same strain as the Global Development Initiative, which is a vivid practice of the Global Development Initiative in the Internet field. To this end, we must adhere to the development priority, accelerate the Internet to empower economic development, promote the integration of digital economy and real economy, and promote new global development with new kinetic energy; We must persist in taking the people as the center, safeguard and improve people’s livelihood in the development of the Internet, let more countries and people share the fruits of the development of the Internet, and constantly meet the diverse, multi-level and multi-faceted needs of the people for a better life.

　　Advocate safety and common prosperity, and build a more peaceful and secure cyberspace. Peace is the cornerstone of human existence, and security is the premise of human development. Today, the world has undergone a great change in a hundred years, and the evolution is accelerating. All countries need a peaceful and secure cyberspace. This means that the development and governance of the Internet should put human life safety and survival and development in the first place, and never let the Internet become a "battlefield" for countries to wrestle and a "hotbed" for crimes. In his keynote speech at the opening ceremony of the 2022 annual meeting of Boao Forum for Asia, General Secretary of the Supreme Leader put forward the "Global Security Initiative", which clarified the Communist Party of China (CPC)’s concept of global governance security in the new era. Building a more peaceful and secure cyberspace is in the same strain as the Global Security Initiative, which is a vivid embodiment of the Global Security Initiative in the Internet field. To this end, we must respect network sovereignty and respect the development path and governance model of the Internet in various countries; We must oppose cyber hegemonism, not engage in cyber camp confrontation and arms race, and attach importance to the legitimate security concerns of all countries. One country cannot be safe while other countries are not, and some countries are not safe, let alone seek their own so-called absolute security at the expense of other countries’ security. We must crack down on cyber crimes and cyber terrorism, properly deal with and effectively resolve the risks and challenges caused by the progress of network information technology, and strengthen data security and personal information protection.Comprehensively build a "firewall" for network digital information security.

　　Advocate mutual learning among civilizations and build a more equal and inclusive cyberspace. Internet is the achievement of modern human civilization and represents the modernization level of human society. The great prospect of Internet communication is to spread the excellent culture of human beings, promote people of all countries to know each other, and promote tolerance and symbiosis among different civilizations. Internet development and governance should recognize and tolerate differences. Building a more equal and inclusive cyberspace essentially shows that "there is no distinction between superior and inferior civilizations, only differences in characteristics and regions, which can only be integrated through exchanges and progress through integration". It is necessary to promote equal exchanges, mutual learning, harmony and symbiosis between Chinese civilization and world civilization, promote the development and prosperity of world cyber culture, and promote the construction of a cyberspace destiny community with multiple participation, joint construction and common governance. In March, 2023, General Secretary of the Supreme Leader put forward the "Global Civilization Initiative" in his keynote speech at the high-level dialogue between the Communist Party of China (CPC) and the world’s political parties. Building a more equal and inclusive cyberspace is in the same strain as the Global Civilization Initiative, which is a vivid practice of the Global Civilization Initiative in the Internet field. To this end, we must strengthen external communication and exchange, publicize China’s concept and China’s plan, tell the story of China well and spread Chinese culture; We must abandon the theory of "the superiority and inferiority of civilizations" and "the theory of clash of civilizations", promote equal cultural exchanges among countries, and jointly protect human cultural treasures; We must strengthen the production and dissemination of online cultural products,Fully display the outstanding achievements of human civilization, jointly build an online spiritual home, and better carry forward the common values of all mankind.

　　3. Promote the construction of a community of cyberspace destiny to a new stage.

　　The Internet is the common home of all mankind, and the cyberspace carries mankind’s infinite longing for a better future. Promoting the construction of a community of cyberspace destiny to a new stage is not only a strategic move that conforms to the trend of the information revolution era, but also a major move that reflects the common voice of the international community and reflects the responsibility of China as a big country.

　　Focus on developing the digital economy. Digital economy is a brand-new economic form with data as the core and information technology as the support. With the development of Internet, digital economy has become the new engine of global economic development. Creating an open, fair, just and non-discriminatory digital development environment and building an inclusive, inclusive and resilient digital world is an important focus to promote the construction of a community of cyberspace destiny to a new stage. Specifically, to speed up the construction of digital infrastructure, countries should strengthen cooperation in the popularization of digital infrastructure such as artificial intelligence, Internet of Things, and 5G, promote the digital technology empowerment industry, and promote the bridging of the digital divide. Second, it is necessary to provide support for digital talents. Countries should strengthen the training, exchanges and cooperation of digital talents, promote the transnational flow of digital talents and promote the vigorous development of the global digital economy. Third, to improve the level of digital technology innovation, countries should increase their support for enterprise digital technology innovation, give enterprises necessary tax incentives and government subsidies, and stimulate the enthusiasm of enterprise digital technology innovation. Fourth, to maintain the new territory of network security, countries should optimize the legal rules of Internet security and build a security barrier for the development of global digital economy.

　　Build a global network communication platform. China actively participates in the global Internet development and governance, and builds a high-end platform for international exchanges and cooperation in cyberspace. As an important platform for countries around the world to deepen exchanges and cooperation in the Internet field, world internet conference Wuzhen Summit attracts representatives from global government departments, international organizations, leading Internet companies, industry associations and academic institutions to actively participate in the conference, and strengthen exchanges and dialogues and deepen pragmatic cooperation around hot, focused and difficult issues in cyberspace. In July, 2022, world internet conference International Organization was established, world internet conference was upgraded from an international conference to an international organization with a permanent organization, and Wuzhen Summit was transformed into an annual meeting of international organizations, which increasingly demonstrated the platform role of China and the world in the field of Internet interconnection, sharing and governance, and won wide appreciation from the international community. Facing the future, we should further run the Wuzhen Summit in world internet conference, and promote world internet conference to become an important platform for tolerance, mutual trust, solidarity and mutual assistance, consensus-building, cooperation and mutual benefit, exchange and mutual learning, and development, as well as for maintaining network security and pushing the global Internet governance system towards a more just and reasonable direction, so that a more prosperous, cleaner and safer Internet can better benefit people all over the world.

　　Carry forward the common values of all mankind. Peace, development, fairness, justice, democracy and freedom are the common values of all mankind. Promoting the interconnection, sharing and governance of cyberspace and building a community of cyberspace destiny together need to vigorously promote the common values of all mankind. First, we must thoroughly implement the ideological concept and value proposition of the Supreme Leader General Secretary on building a community of destiny in cyberspace, and continue to introduce more international public products on the value of the community of destiny in cyberspace to the global cyberspace. Second, we must carry forward the spirit of Internet development and governance dedicated to the lofty cause of world peace and development, build a stable and orderly network international environment, and push the community of cyberspace destiny to a higher level of ideal picture and beautiful realm. Third, we should abandon unilateralism and power politics, establish a win-win concept of mutual benefit, mutual trust and tolerance, and promote the development of a community of cyberspace destiny in a more scientific and rational direction. Fourth, we must adhere to the democratization and legalization of international network relations, respect the role of the United Nations as the main channel for coordinating international issues, ensure that international network rules and risk challenges are dealt with by all countries through equal consultation and cooperation, promote international exchanges and cooperation in cyberspace, and let more countries and people share the fruits of Internet development and jointly create a better future for mankind.
